"The rules of operating elevators are tightened in Russia"

Surely many had to get stuck in the elevator of high-rise buildings. Agree, the feeling is unpleasant. And on foot to climb to some 10th floor with bags after work very hard. Will the new rules for operating elevators help solve the old problem of elevator economy? What will change now? And most importantly - will it be safer to ride in elevators?

In Russia, norms are introduced that will begin to regulate the movement of elevators. The rules of exploitation become tougher. All this is done because of alarming statistics. In the country today there are more than 400 thousand elevators, a third of them have already developed their own resource. Now the basic requirements for the work of elevators are contained in the technical regulations of the Customs Union, but this document is called a framework document - it specifies only general requirements for security.

The new document No. 743 with the long title "Rules for the organization of the safe use and maintenance of elevators, lifting platforms for people with disabilities, passenger conveyors and escalators, with the exception of escalators in subways" establishes the procedure for commissioning elevators, the order of their maintenance and the procedures necessary for decommissioning .

The work of elevators in high-rise buildings is now controlled only by service organizations: management companies, HOAs and HBCs. How they do it remains a mystery. Therefore, the state's fears are understandable.

The new rules provide that in every management company there must be a specialist who understands the elevator equipment. Mechanics will be able to start working only if they have a specialized education and they passed the qualification exam. And the elevator will be able to carry people only if information about it is entered in the register. This means that soon non-professional masters will lose the ability to service elevators.

Today, there are no strict requirements for masters. As a result, they do not always cope with the work entrusted. And even sometimes they die during the work.

You can give many examples of non-professional approach to maintenance of elevators. For example, last year in Moscow in the LCD "Scarlet Sails" elevator car collapsed the fallen counterweight, a woman died. Rostechnadzor acknowledged that the cause of the accident was the failure to fully maintain the elevator maintenance in accordance with the manufacturer's operating instructions. And in January of this year in Kotelniki, an electrician was killed, who was engaged in the repair of the elevator: he fell into a mine and crashed.

If we talk about our region, then at the beginning of this year in one of the elevators of a high-rise building in Sochi an elevator with two children broke. They miraculously survived. The cabin is stuck between the floors. As it turned out, this is not the first time in this house.

Increased requirements with the entry into force of new regulations are also applied to a specialized organization. She must have staff who have been trained. Each mechanic must pass a qualification exam, the data on which will be entered in the federal register. Such employees will have personal responsibility. In the event of an accident, it will be possible to understand which of the employees performed their work poorly.

Lifts can stand up?

"KI" asked several questions to the vice-president of the National Lifting Union of Russia Alexei Zakharov, one of the initiators of the new rules. In the electronic letter "CI" formulated the most pressing issues.

- Alexey Sergeevich, can the situation with elevators in high-rise buildings be called deplorable?

- Yes, on average, about 50 people die per year in elevators. And a considerable part of them are mechanics themselves, who do not comply with security requirements. Therefore, it is necessary to take measures to update the elevator park very quickly.

- What basic theses in the new rules would you single out?

- Elevators must now be serviced at least once a month. Additionally - quarterly, semi-annual and annual maintenance. Once a year it is necessary to conduct tests of elevator safety devices - many management companies have forgotten about this before. There are cases when these types of work were delegated to specialized organizations, which can not be done. The registration of elevators will be restored, - this work has not been carried out in recent years. I emphasize that until now it was enough to go to a specialized organization and conclude a maintenance contract. There were no requirements, which, in fact, would have to be controlled.

- What do you consider the main achievement of the new rules?

- Introduction of such a concept as qualified personnel. That is, there must be a professional - an electrician who would clearly know and fulfill his duties.

- Do you have any concerns that the new rules can paralyze the elevator economy? Whence will there be money for maintenance, for electromechanics?

- This question has repeatedly sounded during the preparation of the document. The fact is that money for maintenance of elevators has already been put into tariffs. Simply, there were no mandatory requirements for maintenance of elevators, so the money was used for other purposes. That is, today, all tenants of high-rise buildings pay for maintenance of elevators.

- The second, no less important cause for concern. Does it not happen that the number of working elevators will drastically decrease. Can they be disconnected because they do not comply with the new rules?

- Last year, after the tragedy in the SC "Scarlet Sails", the Ministry of Construction made a total check. In 10% of cases, management companies, who knew their shortcomings, simply stopped the elevators. And immediately it became clear who is working normally and who is not. In my opinion, the first few months under the new rules will not be easy to work, but then everything will "get tired".

And how are we?

Fortunately, there were no accidents in the elevators in Krasnodar, but the situation in the apartment buildings is sharp. And all because of the fact that in the city there are still a lot of elevators, the service life of which expires soon.

According to the deputy head of the housing department of the Department of Municipal Economy and Fuel and Energy Complex Natalia Starovoitova, in Krasnodar there are 1399 apartment buildings with elevators. There are 5994 lifts in them, 921 of them have already worked out their life or over-normative term - 25 years. And now they need not so much a repair as a complete replacement. In total in the province more than 3000 elevators need to be replaced. Meanwhile, according to the program of overhaul for 2017/2018, only 400 elevators are to be replaced.

In different years in Krasnodar the problem of old elevators was solved differently. To avoid disconnections, in many apartment houses elevators were partially repaired. For example, in the house number 118 on the street Selezneva. Residents could not allow the elevators to be turned off at all, and therefore did a partial repair to extend their life.

About five years ago in the city under the municipal program "Replacement of elevator equipment in multi-apartment buildings" more than 150 elevators were replaced. Among them - the house number 68 on Moskovskaya Street, No. 72 and 74 on Pochtova Street, No. 118 on Selezneva Street, No. 354 on Ryleeva Street. But it's a drop in the ocean.

This program was replaced by major repairs under Federal Law No. 185 "On the Foundation for Assistance to the Reform of the Housing and Communal Services". According to it, the owners on a share with the state have overhauled their homes, including changing old elevator equipment.

While tenants of apartment buildings entered into taste and estimated advantages of this overhaul, the program was closed. Over time, a new, regional overhaul program was opened.

Experts predict the real "leifofad" in the country, if at the federal or regional level programs for the replacement of elevator equipment will not be adopted. Taking into account the fact that the largest number of old age elevators was commissioned in the 70-80s of the last century, the 1985 birth year, the most productive one for the construction of forklifts in the residential sector, already claimed for "going to circulation". The question is who will pay for their replacement.

This year, the Ministry of Construction called crediting the accelerated replacement of elevator equipment in residential buildings with a priority departmental project.

In the Ministry of Construction believe that this project will allow for several years to update elevator economy.

In the current year, it is planned to replace 18 thousand elevators, 5000 of them - on an urgent basis, under contracts for an accelerated replacement. In 2016 12,5 thousand elevators were replaced, and in 2015 - 9,5 thousand. Until 2020, replace in Russia you need more than 80 thousand elevators.

Are management companies ready to work in new conditions?

According to Zinaida Savinova, Chief Engineer of MU REB No. 23, personally, for them and owners of high-rise buildings under their management, there will be no drastic changes:

- We work under a contract with a specialized accredited organization, there is an electromechanic in the state that checks the connection of the cabin with the dispatcher, the illumination, the accuracy of the stop and the reliability of locking the doors, and the mines are inspected. Explore the engine protection devices, traction sheave, ropes and other parameters. Analyzed brake devices, diverting blocks. The engine and cab suspensions are thoroughly inspected.
