In Russia, the new rules for the use of elevators

Back in April, the head of the Ministry of Construction Mikhail Men said that in Russia in high-rise buildings installed and operated more than 400 thousand elevators. Of these, more than 27,000 lift installations require replacement. The requirements of these Rules do not apply:

a) for elevators intended for use and used in mining and coal mines, on ships and other floating equipment, platforms for reconnaissance and drilling at sea, aircraft and aircraft, as well as on elevators with a rack-and-rack or screw lifting mechanism and Special purpose lifts for military purposes;

b) for freight elevators, which are designed only for lifting and lowering cargo, as well as design features, the size of the cabin and doors of the mine do not allow free access to them in person;

c) on objects used for personal, family and home needs.

According to the new rules, all elevators must be equipped with a two-way communication system with the control room.
Emergency maintenance of the facility should be carried out around the clock, including at night, workers, weekends and holidays and provide:

a) receiving information about object failures and occurrence of emergencies at the site, their registration and transfer to qualified personnel for taking appropriate measures, as well as monitoring the implementation of such measures;
b) elimination of object malfunctions and malfunctions of two-way communication and (or) dispatching (operator) control over the operation of the facility.

Elimination of malfunctions of the lifts, not connected with the capital repair (modernization) of the facility, within a period not exceeding 24 hours from the moment of its stop.

The new regulations clearly state the provision for the evacuation of persons on site (inside the facility) in the event of an emergency stop, which must be carried out within 30 minutes from the date of registration of the relevant information by the person.

The new rules adopted in Russia now determine the circle of persons responsible for the state of passenger lifts. It imposes great responsibility on the owners of buildings and management companies for the maintenance of passenger lifts, elevators and escalators.

The objects entered into operation are accounted for by the authorized body in the objects registry. The grounds for including information about the object in the specified register are:

a) for an object that has been installed in connection with a replacement, or an object that has undergone modernization, an act of putting the facility into operation;

b) for an object commissioned as part of an object of capital construction in accordance with the Town Planning Code of the Russian Federation, a notification of the commissioning of the facility. The said notification shall be sent by the owner of the facility to the authorized body within 10 days from the date of receipt of the permission to enter the capital construction project into operation.
